Counting the number tabulated in the given above, it can be concluded that indeed there were 20 days in consideration. To determine how many days did they receive 19 or fewer emails, we just have to count the number less than 20. That is, 13 days out of the 20 working days.

Let's focus on the numerical values and ditch the units of measurement for now:

C(x) = 4x(4/x^2) + 1.50x^2, or

C(x) = 16/x + 1.5x^2

Differentiate this with respect to x:

C '(x) = -16 / x^2 + 3 x

Set this equal to 0 and solve for x:    -16/x^2 = -3x, or 16 = 3x^3

Then x^3 = 16/3, and x = 5 1/3 ft.  We already have the formula  

(x^2)h= 6 cu ft, so if x = 5 1/3, or 16/3, then (16/3)^2 h = 6, or

h = 6 / [16/3]^2.

h = 6 (9/256) = 0.21 ft.  While possible, this h = 0.21 ft seems quite unlikely.
