Why would the ph be acidic or basic at the equivalent point?

It can happen if acid or base is weak. This is because of hydrolyses of the salts that are formed in this reactions.
When acid is weak, and base is strong, the pH at the equivalent point is going to be basic.
If base is weak and acid strong the pH is going to be acidic.
