First, combine the "x" variables:
(1/2)-1=(-1/2)
With this, you are left with (-1/2)x-3(>/=)1

Next, add 3 to both sides.
Leaving: (-1/2)x(>/=)4

Now, multiply both sides by -2 to get rid of (-1/2)
NOTE: If you multiply or divide by a negative number, the inequality sign must be flipped.
