We need to makes sure we have the laps on the bottom, and the minutes on the top so we can keep them the same!

23 min          x mins
----------- = ------------.
10 Laps       15 Laps
So, I'm going to give you a tip and a short cut.
Tip: Ignore the labels for now.
Short cut:
Cross multiply the 23 minutes and 15 laps ONLY. You'll get 345. Then divide by ten! Then you'll have your answer, 34.5
Now add your label back on.
Answer: He can swim 15 laps in 34.5 minutes.
