Why did the bronze age civilization need to develop systems of writing?

The Bronze Age saw the development of large states with complex administrative structures and a central government. The necessitated the means to convey instructions and orders, a means to ensure that laws were known and obeyed all through the empire and a means to report to the central government about the state of provinces, tax income etcetera. The only way to realize this was to develop systems of writing.
