Why was L’Enfant dismissed from his job? What activity was it supposed to stop?

Pierre Charles L’Enfant was dismissed from his job of designing the Capitol by President George Washington after he refused to submit blueprint drawing plans and work alongside commissioners.

His dismissal was supposed to stop his design plan of removing Daniel Carroll’s house to input a street. Regardless of his dismissal, L’Enfant’s design plan was magnificent and mostly used.
