Read the paragraph. When the Titanic struck the iceberg, some of the watertight compartments ripped open and filled with water.

Although the compartments had been designed to prevent the ship from flooding, they unexpectedly did not seal off incoming water. The compartments were not capped at the top, and water continued to enter them as the ship angled down into the water. Other researchers suggest that the rivets (metal fasteners) and the seams of the watertight compartments did not hold together as well as expected. What does this paragraph imply? The Titanic’s watertight compartments did not function properly. The Titanic’s construction prevented water from flooding the ship. The Titanic’s watertight compartments were sealed at the top. The Titanic was the world’s largest steamship of its time.

Answer:

What the author is saying in this text is that the sculptures are so precise that they are still impressive when you look at them up close, even though they were not meant to be exhibited directly on the floor, but on a high pedestal. The "jowls" and "muzzle" of the horse are the "things that could not have been seen when they were on their high perch," yet the carver paid as much attention to detail ("cut with as much care") when he sculpted them as if they were at eye level ("as though they had been made for the floor").
