America´s policy, almost since its infancy, regarding trade, has been ever changing. Especially when it came to tariffs that were used as a means to either protect the growing American industries, or to encourage further trade with European nations. However, the trend around the late 1800´s, especially the 1880s, was to rise import tariffs on such goods as steel, in order to allow the newly formed industries in the U.S time to grow, expand, and become more competitive before their European counterparts. As such, an example is the case of steel. In the 1880´s, a ton of steel rails for railroads that was imported from Britain would cost a lot more to a manufacturer, than if they used steel produced in the U.S. This move ensured that the industries grew and developed, before again the whole tariff game was changed to achieve economic goals.
