I believe the answer is: D. City residents will support mayoral candidates who propose increasing the size of the police force.

By increasing the size of police force, more people would be eligible to conduct a patrol in the neighbourhood.  This would make people much less likely to conduct criminal activities and people in the neighbourhood would feel much safer to live in that area.
