rate = distance/time
r = \frac{4 miles}{45 minutes}
so it would be
r = \frac{4}{45} miles per minute

Or if it was miles per hour:
\frac{4}{45} =  \frac{x}{60}
Cross multiplication gives us
45x = 240
\frac{16}{3} mph
