<span>According to the
Constitution of United States, the delegated powers of a federal government are
superior to the state laws in case when there is a clash between the two i.e.
State and Federal. However the states in their own frame can have the laws
which at no point contradict with the supreme Law of United States.</span>
I believe the answer is: <span>maintain an army of reserve workers.
Conflict theorist believe that in all society, social class will always be formed due to the struggle and competition that people do in order to obtain limited resources. They believe that without welfare that help unemployed survive, the reserve workers would most likely to choose to move to another country.</span><span />
