Okay so remember PEMDAS. Also you could use a calculator for this but you can also use pencil and paper. Anyway, steps are below:

3²+(6-2)(4)-6/3

= 9+(6-2)(4)-6/3
= 9+(4)(4)-6/3
= 9+16-6/3
= 25-6/3
= 25-2
= 23

Your final answer is B, 23.
