The force between charges is given by :

F=\dfrac{kq_1q_2}{r^2}

r is distance between charges

Original force is :

4=\dfrac{k(3)(6)}{r^2}\ ....(1)

If the 6 C is replaced  with a 3 C, new force between them is given by :

F'=\dfrac{k(3)(3)}{r^2}\ ....(2)

Dividing equation (1) and (2) we get :

\dfrac{4}{F'}=\dfrac{2}{1}\\\\F'=2\ N

So, the new force between charges is 2 N.
