Answer - I think that both defintions really explain what a government is because the first definition is true because it is true when is says "create and enforce public policies". Answer - 2 different types of a government is for example monarchy and democracy. Democracy is what we use in the U.S. and monarchy is something used in contries that have a King Or Queen. The major difference is the democracy has a president that only lasts 8 years the max. A monarchy is ruling a country as ong until that king or queen dies. The reason we don't use monarch because the people can easily overthrow the royal family. Democracy the president is dictated to stay unless they resign or don't go to anymore elections.
