The order of the whole reaction is the sum of the order of each reactant which is raised to its power in the rate law.

Now, [A'_2]=2[A_2] and [B'_2]=2[B_2]

So, r'=k[A'_2][B'_2]=k\times 2[A_2]\times 2[B_2]=4\times k[A_2][B_2]=4r
