Regulations can be uniform or can vary according to size of the polluting entity, production processes, or similar factors. Glycerides of higher fatty acids are oils are fats. Oils are liquids while fats are solids at room temperature or at 25 degree Celcius. Oils have some unsaturated acids forming triglycerides while fats are glycerides of mainly saturated higher fatty acids. Hope this helps.
