Most definitely! I suffer from panic attacks very often so I have to understand your meaning and concern. First you’re definitely gonna want to use eyedrops to stop your eyes from burning. Also stopping panic attacks is a lot harder than you think. Some suggestions would be get someone to bring up a bunch of questions about something else, have someone talk to you about their day could also get your mind off of it, doing something like talking about something random were just taking a deep breath could help. I stop my panic attacks whenever they happen by getting one of my friends to call me and talk about something else like about how their day is going we’re about school or about maybe their love life, it all depends what you’re panicking about! My messages are open if you ever need anything:)
I may not be experienced but maybe you can try distracting yourself when you're having those panic attacks you can try like breathing in and out drinking water and as for your eyes maybe you can wash them with water or just put a with a white cloth and close them for a while
The blood vessels dilate to increase the "blood traffic" through the lungs to carry more oxygen to the muscle. The lungs work harder (faster respiratory rate) to increase the rate of oxygen/carbon dioxide exchange in the lungs.

Explanation:
when you get to a certain high the first time, that's the highest you'll be. you start to build a tolerance and need to intake more nicotine to get to that same feeling.
