If you draw a circle out and divide it into eighths or fourths, you can see that 2/8 equals 1/4.

Or you could just do equivalent fractions and since the denominator 4, you have to multiply that by 2 to get the denominator of 8 so you have to do the same with the numerators. 1 times 2 equals 2 so 1/4=2/8
