You cant make a triangle with the combination 2,8 and 14,  nor 2, 8 and 16 nor 2 , 14 and 16.
You can make a triangle with  6, 14 and 16 straws.

The answer is one triangle

Im assuming you are not allowed to stick together any of the straws
