According to Chargaff's rule,

The double stranded DNA,contain purine and pyrimidine.Adenine makes pair with thymine and cytosine make bond with guanine.

 In the above problem,The amount of Cytosine is 21% thus the amount of guanine will be 21%

Total amount of cytosine and guanine=21+21=42

then the total amount adenine and thymine is =100-42=58

 The amount of adenine is=\frac{58}{2}=29%

 The amount of thymine is=29%
