Where m is the slope, x1 is -2 and y1 is 1 (because of the ordered pair given). And so:

y=-2(x-(-2))+1\\\\y=-2(x+2)+1\\\\y=-2x-4+1\\\\y=-2x-3

Therefore, the line that is perpendicular to -x+2y=4 is y=-2x-3.
