Well, first that equals, (-3,2)=4.

Part A. (-3,2)

Part B. Radius is 4, diameter is 16.

Then graph. Make sure when (-3,2) is graphed to make the circle. How you do that is count 4 going up, down, left and right. Plot points there and draw your circle. Hope this helps!!
