If this is what I think it is then you're just going to want to divide the first number by the second then once you get all four answers for each part you'll be able to see which ones match. Such as in part 1 you have:

340 and 20 which divides to get 17

420 and 10 which divides to get 42

450 and 30 which divides to get 15

210 and 4 which divides to get 42

Since the second and fourth row both have solutions of 42 they both have equivalent rates.
