This will not create new habitats for organisms, it is not really much expensive than the actual methods (while is true that the initial cost of the infrastructure may be very high) so we can discard option B and D.

And less pollution has almost anything to see with the extraction of fossil fuels (the extraction itself causes pollution) so option A can also be discarded.
