The responsible behavior will be affected by several circumstances which will apparently change within various cultures. Cultures differ not only between countries and ethnic societies but can also change between little cultural associations (groups, families, work groups, low salary, high salary, games teams, etc).

Parents who produced a great precedent and understand their children’s moral performance will serve to guide the kid into adulthood. Social influence is extremely strong and if ‘your group’ convict littering, you are expected to pursue the litigation.

Disciplinary penalties in withdrawal are strange to affect behavior significantly. It is the possibility of being (or not being) ‘intercepted’ that has the higher impact, not the rigor of potential penalty.

Human behaviour is a condition that is influenced by many factors, which includes culture and environment. In many cases, culture and environment lead to irresponsible littering as they presented the easy road - the irresponsible one - as the preferable one, instead of pursuing a more difficult and responsible behaviour.
