The most likely diagnosis would be Seborrheic Keratosis which is a Very common, benign, epidermal lessions that can be found in the chest , scalp ,shoulders  etc except palms and soles. its appearance is smooth, velvety and can be  ranging from white, pink, tan, light brown, dark brown,to black color on the skin.

A dermatologist will be able to diagnose seborrheic keratosis by just looking at its appearance and since most cases do not require treatment, can still be removed if they cause discomfort to the patient,
