The Immigration Act of 1990 was passed by Congress in 1990 and signed into law by President George H. W. Bush (R) on November 29, 1990. Its stated purpose was to "change the level, and preference system for admission, of immigrants to the United States, and to provide for administrative naturalization."

The electoral college is a large group of people. At least one person represents each state, it depends on the population of the state. When the election rolls around, they all vote (normally based off of their state's popular vote, but they can vote for who they want).
