Marijuana should be used as both, because most doctors wouldn't prescribe it to someone who has depression or anxiety. And it should be medical because it helps people with cancer gain their appetite back and people with a lot of pain it helps them reduce the pain or even get rid of it. It also helps people who have an addiction problem to get over their addiction, without going on to a new highly addictive drug.
