No we cannot place the CDs in such a manner that each shelf contains three or fewer CDs because there are 16 CDs which we have to keep in 5 shelf so each shelf will contains at least 3 CDs and one shelf will contains 4 CDs(Because=\frac{16}{5}= 3.2). If we place 3 or less CDs in each shelf than 15 or less than 15 CDs can be kept in all the 5 shelf

No We cannot arrange them so that each shelf contains exactly three if we do so than 1 CD will be remain outside the shelf as 5\times 3=15

If each shelf is to contain exactly 3 new CDs and there are only 5 shelves, only 15 can be placed in the rack. So, the answer to the second question is no. The same goes for the first question as placing 3 or fewer CDs to the shelves will make the rack insufficient for the CDs.
