1) we calculate the volume of the fish tank.
Volume (fish tank)=length x width x height  
Volume (fish tank)=24 cm * 36 cm * 28 cm=24192 cm³

2) we calculate the number of liter are required to fill a fish tank.

1 liter----------------------1000 cm³
x----------------------------24192 cm³

x=(1 liter * 24192 cm³) / 1000 cm³=24.192 liters≈24.2 liters.

answer: 24.2 liters.
