The correct answer to this open question is the following.

Unfortunately, the question is incomplete. It does not provide any information about the event it is referring to. Joseph Stain did many controversial things throughout his leadership as a ruler of the Soviet Union. So we do not what specific event it is referring to, or the name of the author.

However, we can comment on one of those controversial events. It was Berlin's Blockade of 1948 when Joseph Stalin ordered the blockade of Berlin. The Russian troops blockade all the roads to West Berlin, including the navigation. That is why the Allied Forces decide to send supplies to West Germany through the air, in what was known as the Berlin Airlift to send food, supplies, and medicines.

Of course, this type of event cannot happen today due to many international legislation and agreements.
