A concurrence, or a <em>concurring opinion</em> is a <u>decision made by a judge or several judges within a given court. When several concurring opinions are present, an opinion shared by the greatest number of judges become a plurality opinion.
The congress is able to veto a bill meaning that the bill is not getting passed and therefore shall not be made a law. He makes sure the congress doesn't have too much power by vetoing bills.
