Community benefits would have to be the chemicals in plastic will not be harming the community. Plastic would less prevalent to the animals.

Environmental Benefits:

less plastic decaying in dirt which 'poisons' the ground.
prevents animals from eating rubbish

Community Benefits:

a lot of waste in area may lead to an unpleasant stench which the public would happily not have.
overall makes the community safer from harmful chemicals that may be produced from decaying plastics.

maintain and it also made it cheaper for people to buy eggs. However  

this produced a huge problem of what to do with the chicken manure
