Community benefits would have to be the chemicals in plastic will not be harming the community. Plastic would less prevalent to the animals.

Environmental Benefits:

less plastic decaying in dirt which 'poisons' the ground.
prevents animals from eating rubbish

Community Benefits:

a lot of waste in area may lead to an unpleasant stench which the public would happily not have.
overall makes the community safer from harmful chemicals that may be produced from decaying plastics.

This is usually because when they first became fossils, they embedded into the ground. Over many years afterwards, more layers came to cover that layer and so on. Newer fossils would be embedded into newer layers. That's why the older ones tend to be found the deeper you look.
