The Romans had trouble ruling Britain because it was so far away from Rome, and it was extremely uncivilized and the inhabitants brutal savages. They constantly fought each other in Bloody battles, were filthy and ragged, and completely barbaric. Many tribal peoples were kind, or civilized but the Saxons, the Angles and the Jutes were absolutely Barbaric. Being away from home and Roman comforts like bathhouses, running water, sewage systems, fine silks, slaves, and women that didn't smell like B.O. and actually combed their hair made it incredibly hard for soldiers to stay their, and greatly weakened moral. Also, the tribes were wild and unpredictable, and fought foreign rule tooth and nail.
