As in mitosis, they were already duplicated during the preceding interphase, thus consisting of two chromatids joined by the centromere. The homologous chromosomes pair very precisely, which starts at various points and then progresses like a zipper that closes, forming what is called tetrads. This pairing (which is the synapse) is critical for meiosis to occur, so this phenomenon cannot occur in haploid cells.
