Though I am unsure of the answer myself, I've recently studied cells in school. I believe that the series of sacs and tubes are collectively called the endoplasmic reticulum, located mostly near the nucleus in the center of the plant or animal cell.

There is a <em>certain amount</em> of GABA needed in the brain to contain stability. However, GABA is used in ways, because it can help to be relaxing, like stress relief, or something that can take your anxieties away. This is how it relates to alcohol. It can help to take away stress to a <u>certain degree</u>.
Alcohol has a similar affect on the brain because it binds to GABA receptors. Does it increase your GABA? No. But by using those GABA receptors it does, indeed, replicate the GABA's job.
