The government should mention all the rights of the citizens because the main objective of the government and authorities to protect the rights and development of the citizens.

Because if rights are not codified, then government authority could arbitrarily abridge them without being in violation of any law, and if they did we'd have no legal recourse. We don't want authority taking away the rights that our society agrees people should have, and we want to prevent that, peaceably, using the rule of law.
