0.56 % of the total population

Explanation:

If in a certain population we know that the 60 % represent the boys and the 40 % represent the girls.

So the 40 % of girls is the 100 % of all the girl sample and just 1.4 % of girls are color blind. So..

40 % = 100 %

x        =  1.4 %

x= (1.4 %  x 40 %) / 100 %  = 0.56 % of the total population.
