Explanation:

I would most likely follow Ala's practice because it is much cheaper and more practical. Although Meena's strategy may be easier and consume less time it is also eventually going to use up lots of money as well as wasting the ink in the pens that she is only using once. Ala is showing that she values money and understands that pens are expensive and money doesn't just grow on trees. She is also showing that she doesn't believe in wasting the materials.

Under-reported crimes are also a problem because when dealing with them there is really no way of  perfectly accumulating truthful facts behind them. This is because of the possibility that a large percentage of the crimes are not reported, therefore leaving us with possibly less than half of the actual amount.
