Let initial length of the plant was "x" inches.

Plant grew 2\frac{5}{8} inches or \frac{21}{8} inches per month.

So after one month height of the plant = \frac{x+21}{8} inches

Height of the plant after one month = 7\frac{1}{4} or \frac{29}{4} inches

So expression will be

\frac{x+21}{8} =  \frac{29}{4}

We further solve it    x =  \frac{29}{4} -  \frac{21}{8}

                                    =  \frac{58-21}{8}

                                   =  \frac{37}{8}

                           or x  =  4\frac{5}{8} inches

therefore, initial of the plant was 4\frac{5}{8} inches height.
