The Department may respond under their legal authorities and to request the activation of ESFs. Most of the management of emergency in the United States is done by local and state government. This department has powers to view into the Emergency Management Department of HomelandSecurity.  

The purpose of this department is to standardize the equipment, the organizational structures, to get prepared in large and small scale disasters. The mission NIMS is to improve the nation’s response time to deal with emergencies. Its goal is to facilitate cooperation among the agencies and allocate resources at the time of disaster.  

There has been large scale destruction in America due to the lack of coordination, communication problem. NIMS gave guidelines to all the levels of government to work together, mitigate, protect against and recover from the incident. A National Preparedness System is described in NIMS which aims for a comprehensive and systematic approach to deal with the incident management by including Resource management, Information management. The second aim is working on Mission areas as prevention, mitigation, protection, response and recovery.  

There need to be important principles for communication and information management. The operating system of NIMS includes Incident Command System and Emergency Operation Centre and Multi-agency Coordination groups, Joint information systems. They guides as to how the personnel worked together during the incident.

Stafford act allows the government to ignore proper conduct rules if facing an emergency situation. In such situation, agencies are expected to provide necessary efforts as fast as possible. which is why they are allowed to skip over some authorities to coordinate their efforts.
