A free blood-type testing camp in a school laboratory because schools are more diverse than your own family and Latino groups so it would be a better representation of the entire population of California. You go to school no matter you're background or race.

If Simon and his friend will take sample from their families or from latino group , then the variance in blood groups cannot be captured as people belonging to one hierarchical chain will not have extreme variances in their blood group.  

However, if Simon and his friend decide to take sample from their school , then there are high chances that they may capture the blood samples from different groups with in the school which shall represent more or less the different population groups in California.
