The ratio would be 15:60 or 15/60. However, in simpliest form, it would be 1:4 or 1/4.

1 hour = 60 minutes
15 minutes = 1/4 of 60 minutes, which means 60 minutes = 4/4

when you write ratios, the larger number goes first - 60 minutes out of 15 minutes = 4/1, so the ratio in simplest form is 4:1
