The Tenth Amendment says that federalism as defined in the Constitution reserves specific powers and duties for the central government. These powers are the ONLY powers of the central government. Any other powers are designated to the state governments. The 10th amendment was ratified to satisfy the demands of the anti-federalist movement.

In the Asia-Pacific region, the United States has expanded its military and economic capacities. Thus the united states expanded its influence in that part of the world. The Philippines gained independence over time, which had been encouraged since the beginning of the war, but full autonomy had to wait for some time.

In contrast, transformational leaders find a shared value or idea and use that to gain the support of their followers.  

The two styles are similar in the sense that they both gain the support of followers, and are effective methods of leadership.

The difference between the two styles is the driving force, while charismatic leadership is built around the leader, transformational leadership is around an idea, and it usually involves the input of the other members of the team, not just the leader.
