So here we can use the formula of average velocity to find it

formula is given as ratio of total displacement and total time

v = \frac{displacement}{time}

here it is given that

displacement = 15.0 km

time = 15.3 s

we need to convert the time into hour as the speed is required in km/h

so we know that

1 h = 3600 s

t = 15.3 s * \frac{1h}{3600 s}

t = 4.25 * 10^{-3} h

now by the above formula

v = \frac{15.0}{4.25 * 10^{-3}}

v = 3529.4 km/h

so the velocity of the plane would be 3529.4 km/h
