plug the values

=  \frac{1 - 2}{3 - ( - 1)}

Calculate the difference

=  \frac{ - 1}{3 - ( - 1)}

When there is a (-) in front of an expression in parentheses, change the sign of each term in the expression

=  \frac{ - 1}{3 + 1}

Add the numbers

=  \frac{ - 1}{4}
