Due to the lone pair of electron present on nitrogen in ethylamine, (CH_3CH_2)_3N it will behave as base and attack on the hydrogen of hydroxy group of acetic acid, CH_3COOH which is an acid and results in the formation of conjugate acid of triethyl amine and conjugate base of acetic acid.

The reaction between triethylamine and acetic acid is shown in the attached image.
