In the initial stage of his experiment,  he noted that though the composition of nucleotide varies in all organism, there are certain properties which are same in DNA of all organism. This led chargaff to find the nucleotide bases with their pairing rule where  Adenine (A) binds with Thymine (T) and Cytosine (C) binds with Guanine (G).

The scientist who discovered these bases given in the question is Erwin Charagaff. He immigrated to the United states of America during the Nazi era. He was born on 11th of August in the year 1905 and was Austro-Hungarian by birth. He died on 20th of June in the year 2002. I hope the answer helps you.
