She would have to buy two sets of 100 copies. (200 copies)
23 * 2 = $46
Sales tax : 46 * 0.08 = $3.68

ALL together : 46 + 2.68 = $48.68

Let the cost of one cup of hot chocolate  be = x

Let the cost of one cup of hot tea be = y

Equation becomes = 3x+4y=25.50   ...(1)

=\frac{2*4.5}{3}

y =3

Hence each cup of hot chocolate is $4.50
