Since all the functions in here are addition and subtraction, you can remove the parentheses and just combine like terms.
(7x-6y)+(3x+3y-3) \\ 7x-6y+3x+3y-3 \\ 7x+3x+3y-6y-3 \\ (7x+3x)+(3y-6y)-3 \\ 10x+(-3y)-3 \\ 10x-3y-3

The answer is 10x-3y-3.

anything to the power of whatever has to be greater than -1, it means it can be 0 or more but never a negative number. If it is a negative number, then it is false.
